Welcome to the first UNDERPIN newsletter, known as the Resilience Compass! As climate impacts intensify, Europe urgently needs to know if its adaptation efforts are truly working. UNDERPIN is developing a new MEL framework to measure climate adaptation outcomes. The project combines Earth observation, AI, and citizen science to develop standardised outcome indicators that measure adaptation progress across scales. Our project is a flagship project under the EU Mission on Adaptation to Climate Change. We will be co-designing the framework and a user-friendly dashboard with stakeholders in four pilot regions with the support of nine project partners. Together, we aim for this project to support smarter, more coordinated decisions across Europe in alignment with EU and UN climate reporting standards. 2026 continues to be an exciting year for us, as we draw on diverse data sources to inform the indicator framework, shape policy on adaptation monitoring, and begin our work with four pilot regions, Normandy (France), Cluj Metropolitan Region (Romania), Basque Country (Spain), and City of Košice (Slovakia), basing the framework on their contexts. There will be opportunities to connect with us in the future through events and workshops, trainings, and of course through our online channels, including LinkedIn and YouTube. At the 2026 European Urban Resilience Forum in Guimarães, Portugal, UNDERPIN co-organised an interactive MEL Clinic with CARDIMED and Pathways2Resilience, bringing together local and regional authorities, practitioners, and MEL experts. Through practical examples, including from Portugal's Central Alentejo Region, the workshop demonstrated how Monitoring, Evaluation and Learning (MEL) can move beyond reporting to support continuous learning, adaptive governance, and more effective climate adaptation by embedding learning into decision-making and engaging communities. |

UNDERPIN is actively engaged in the EU Adaptation Mission community, including through the MIP4Adapt Community of Practice and collaboration with other Mission projects. It is currently championing the 2025-2026 Monitoring, Evaluation and Learning (MEL) Thematic Working Group. Represented by Fresh Thoughts Consulting GmbH, the project has convened three meetings so far (December 2025, January and June 2026) to build a shared, evidence-based understanding of climate resilience progress across Europe. The sessions have focused on refining UNDERPIN’s MEL framework for tracking adaptation outcomes across scales, while also exchanging experiences from EU Mission on Adaptation projects on how MEL is being applied in practice, from implementation indicators to longer-term transformative metrics. The most recent workshop (26 June) centred on assessing whether adaptation actions are effectively strengthening resilience, with discussions on meaningful indicators, user-friendly dashboards, and improving the usability of monitoring frameworks for local and regional authorities. UNDERPIN strengthened its engagement with the scientific and Earth Observation communities through contributions to the European Geosciences Union (EGU) General Assembly and a joint European Space Agency–Joint Research Centre workshop. At EGU, UNDERPIN convened a session on measuring the real impacts of climate adaptation, highlighting the need for outcome-based Monitoring, Evaluation and Learning (MEL) approaches that go beyond tracking activities to assess effectiveness, and showcasing its framework for adaptation outcome indicators. In parallel, exchanges with the Earth Observation community explored how satellite data, along with socio-economic data and ground-based information can be used to develop robust indicators that better assess whether adaptation actions are reducing vulnerability and building resilience. |
